3D cadastre in the Netherlands: Developments and international applicability

چکیده
This paper presents the design and implementation of the cadastral system extension for registration of 3D rights and restrictions in the Netherlands fitting within the ISO 19152, Land Administration Domain Model (LADM) final draft international standard. The implementation will be conducted in two phases. The first phase of the solution does not require a change of the legal and cadastral frameworks and will be used to gain experience in the challenging domain of 3D cadastre where technical and legal aspects interact. Typical 3D cadastral objects are analysed including their current registration. A procedure to improve the registration is developed that includes an extension of the cadastral system to accept 3D descriptions in 3D pdf format as part of the deed. One of the drawbacks of this solution is that it is not possible to validate the 3D cadastral representations (Are the volumes closed? Are the neighbours non-overlapping?) The second phase is research in progress and comprises the actual inclusion of the 3D data in the registration, enabling complete validation and even better 3D data management and dissemination. Based on experiences to be collected from the first phase and experiences from other countries, the solution for the second phase will be further refined and subsequently implemented in due

Current developments in 3D-cadastre with examples from the Netherlands and the Russian Federation
The world is (at least) three dimensional in our perception although when it comes to representation we have become used to the simplification of the ‘reality’ into two dimensions (2D). Most situations in a cadastre can be represented in 2D on a map without that this representation causes too many uncertainties or queries. However, with current developments in architecture, registration of apar...
متن کاملDeveloping and Testing a 3d Cadastral Data Model a Case Study in Australia
Population growth, urbanization and industrialization place more pressure on land use with the need for increased space. To extend the use and functionality of the land, complex infrastructures are being built, both vertically and horizontally, layered and stacked. These three-dimensional (3D) developments affect the interests (Rights, Restrictions, and Responsibilities (RRRs)) attached to the ...

متن کاملA 3D Digital Cadastre for New Zealand and the International Opportunity
New Zealand has a legal 3D cadastre, and has done since the inception of its cadastral survey and tenure systems around 150 years ago. However, the digital representation of the cadastre is 2D with 3D situations handled via static plan, section and elevation images and supporting textual information. Work is currently underway to develop a 3D digital cadastre that will enable the 3D spatial ext...
